Health, Safety & Environment manager
The purpose of this position is to oversee the development, implementation and management of the site Health, Safety and Environment systems to ensure regulatory compliance and achieve continual improvement.
Essential Job Functions
- Inspect and evaluate workplace environment, equipment, and practices, in order to ensure full compliance with safety standards and government regulations.
- Implement measures to help protect workers from potentially hazardous work methods, processes, or materials.
- Investigate cause of accidents, injuries, or work related illnesses in order to determine root cause and develop corrective actions to minimize or prevent recurrence. Prepare Accident/Incident Reports, WSIB Forms, and conduct/enforce any required Disciplinary Action for safety violations.
- Develop and maintain programs including atmosphere and water monitoring, ventilation surveys, and hazardous materials management plans. Maintain site Emergency Response Plan including various drills within the facility.
- Provide new-employee health and safety orientations, and develop materials for these presentations.
- Conduct Chemical Safety, TDG and WHMIS training, and demonstrate the use of Personal Protective and Spill Response equipment.
- Conduct PPE risk analysis and provide Emergency Response program support.
- Lead the site Health & Safety Committee providing effective and responsive Health & Safety support to Operations/Warehouse, including conducting quarterly meetings and reporting results/findings of such meetings.
- Ensure all documentation (Policies/Procedures/Forms/Manifests/Bills of Lading/Work Instructions) are prepared and updated in line with all Regulatory guidelines and promote full compliance to all Health & Safety regulatory requirements.
- Manage site interactions with internal and external Auditors and Regulators.
- Maintain all site environmental permits/approvals (Permit to Take Water, MOE Comprehensive COA, Waste Hauler License), environmental investigations and waste removal.
- Track laws and regulations that may affect the organization’s policies or practices and deal with regulatory agencies.
- Coordinate and attend customer delivery site inspections/visits, and conduct Driver off-load reviews (internal and external, scheduled/unscheduled).
- Conducts and documents regular safety and environmental audits of the facility to ensure compliance with safety rules, procedures and OSHA regulations.
Minimum Requirements
- Degree/Diploma in Occupational Health & Safety.
- Six to Eight years previous experience preferably in chemical manufacturing/distribution. Proven experience with regulatory agencies (Environment Canada, Transport Canada, Ministry of Labour, Ministry of the Environment, etc.).
- A strong understanding and in-depth knowledge of Provincial and Federal Health & Safety Regulatory requirements and technical codes of practice as they pertain to the chemical industry.
TDG & WHMIS Train-the-Trainer Certification.
- Strong interpersonal skills with the ability to communicate effectively and resolve conflict with all levels of the organization, with internal and external parties, consultants, engineers, trades, and within a team environment.
- Excellent knowledge of applicable computer software applications (such as word processing, spreadsheet, and database applications).
